How a paver patio installation is built

A paver job starts with excavation. We strip the soft topsoil and cut down to firm ground. How deep we go depends on what the surface will carry and what the ground is made of. A patio for a table and chairs needs less depth than a driveway.

Base rock goes back in layers. Each layer gets compacted with a plate compactor before the next one goes down. Over the finished base we screed a thin, even bed of sand. The pavers set into that bed, so the screed is what makes the surface flat.

The pattern goes down against a string line so the courses stay straight. Cut borders and curves let the field meet a step, a wall or a stamped concrete border. Every open side gets edge restraint spiked into the base. Joint sand is swept in last and vibrated, which locks interlocking pavers into one surface.

What changes for a paver driveway or walkway

A paver driveway carries cars, a loaded truck and sometimes an RV. That weight passes through the pavers into the base, so the base goes deeper and the compaction gets tighter. A thicker paver and a tight interlocking pattern spread the load across more units. Edges matter more here, because a turning tire pushes a loose edge apart.

The state building permit exemption list covers sidewalks and driveways no more than 30 inches above adjacent grade. A driveway that meets a public street is different, because the approach sits in the public right of way. The City of Monterey lists an encroachment permit application on its permit center page alongside building permits.

Cities and counties amend that exemption list, so we check the counter that covers your address. Monterey County's Housing and Community Development department handles unincorporated areas like Pebble Beach, Carmel Valley and Prunedale. If you are weighing pavers against a poured concrete driveway, we price both at the estimate.

Around Marina and the former Fort Ord land, the soil is old dune sand. Federal soil surveys describe it as sand the whole way down, with rapid permeability. It drains fast and has almost no grip of its own. On that ground the compacted base is what holds a paver field flat.

The Salinas Valley floor runs loam to silty clay loam with moderately slow permeability. In the Pajaro Valley around Watsonville the subsoil is dense clay that drains very slowly. There the base needs somewhere for water to go, or winter rain sits under the pavers.

Rain here falls in winter and freezing is rare, so freeze damage is not the local problem. Water is, and so is slope. On a sloped lot the paver field often sits between a retaining wall and a run of steps. We pitch the surface so water runs away from the house to a drain.

What drives the price of a paver patio?
Size comes first, then access. A machine that reaches the back yard digs and hauls faster than a wheelbarrow through a side gate. Base depth is next, since a driveway needs more of it than a patio. Curves, cut borders, steps and drainage work all add labor.
Do I need a permit for a paver patio or driveway?
At grade, a paver patio or walkway usually does not pull a building permit. The state exemption list covers sidewalks and driveways no more than 30 inches above adjacent grade. A new or widened driveway is different, since the approach into the street normally needs an encroachment permit. Cities and counties amend these lists, so confirm with your building department.
Should I choose pavers or poured concrete?
Pavers are separate units set on sand. A section can be lifted and reset later if a root pushes it up or a spot settles. Poured concrete is one surface, which is why it gets control joints. We build both, so an estimate can cover pavers and poured concrete patios side by side.
Will a paver patio settle on coastal sand?
Coastal lots here often sit on loose dune sand, which carries weight only once compacted. That is why we dig deeper than the paver is thick and build the base in compacted layers. Freezing is rare on this coast, where the frost-free season runs roughly 250 to 350 days. Settling here usually traces back to water and to base depth.
Do permeable pavers work in this area?
Federal soil surveys describe the dune soils near the coast as rapidly permeable, so permeable pavers often work there. On the dense clay of the Pajaro Valley water does not soak away, so the design moves it. In Carmel-by-the-Sea the City's planning rules have linked a site coverage allowance to permeable and semi-permeable materials. Rules like that get revised, so we confirm with the City.
